Credit Linked Subsidy Scheme (CLSS): Eligibility criteria, CLSS calculator


Lack of institutionalised finance at lower rates coupled with the unavailability of affordable homes were the significant factors identified towards the mammoth housing shortage in the country. Comprehending the need to subsidise home loans for the urban poor to acquire a house or get one constructed, the government introduced Credit Linked Subsidy Scheme (CLSS) under PMAY.


Salient features of CLSS


  • The scheme would provide a home loan interest subsidy to the EWS, LIG and MIG beneficiaries at the rate of 6.50 percent for 20 years or entire loan tenure, whichever is lower.
  • The subsidy would apply for loans amounting up to Rs 6 lakh. Any loan higher than this would be credited at non-subsidised rates.
  • The interest subsidy can be claimed for purchasing a home, constructing a new property or even expanding an existing unit. The carpet area of the house being built or enhanced should be 30 sq m for EWS beneficiaries and 60 sq m for LIG beneficiaries. The size of the home constructed is at the discretion of the beneficiary; however, the subsidy would be allowed only on the first Rs 6 lakh.
  • Housing and Urban Development Corporation (HUDCO) and National Housing Bank (NHB) will serve as the Central Nodal Agencies (CNAs) for managing, approving and channelising the subsidies to the lending banks or housing finance institutions. Primary lending banks (PLIs) will have to sign a Memorandum of Understanding (MOU) with either of the CNAs.
  • PLIs/States/UTs/ULBs will link all identification proofs of the beneficiaries - Aadhaar, Voter card, any other unique identification or a certificate of house ownership from Revenue Authority of beneficiary’s native district, to avoid duplication.
  • The scheme will give preference to manual scavengers, Women (with a further preference to widows) and Scheduled Castes/Scheduled Tribes/Other Backward Classes, Minorities, Persons with disabilities and transgender.
  • The individual EWS/LIG loan applicant will have to submit a self-certificate/affidavit as proof of income. The income of an EWS applicant must be up to Rs 3 lakh per annum and of a LIG applicant between Rs 3 and Rs 6 lakh per annum. 
  • The scheme does not allow beneficiaries to switch home loans from one PLI to another after availing the interest subsidy. In case they do, they cannot claim the benefit again.

      In case you need a loan, you need to apply for it. Also, do check the eligibility criteria for a home loan under the Credit Linked Subsidy Scheme of PMAY.

      Hello Mr Subbarayudu,

      The release of CLSS subsidy can take some time, it usually takes between 6 months and 2 years. Owing to the current pandemic, it could take more time to get the subsidy. Still, you can go to this website or call them up on their helpline number to help you with the query.

      Disbursement of CLSS subsidy will take time, it usually takes 6 months to 2 years. Due to COVID-19, it might take longer time to get CLSS subsidy. But rest assure, your subsidy amount will be credited.
